At high tide the water is at the boat's 2nd rung on the outer ladder. Where is the water at low tide?

At the same place- the second rung on the outer ladder. High/low tide depends on where the water has come to, not the water level.

On the assumption that the water is still deep enough for the boat to float it would be at the same level. The boat would go down with the tide.

Maybe you boat is too close to land...
in which case the water wouldn't be anywhere near the boat since it would be beached and you'd have to live on an island and eat coconuts until high tide comes back.

it will be in the same place...not unless it was docked at a shallow area of the lake..that will make a difference...
