Being social is easy. All it takes is to speak your mind. Any one can be outgoing, they're just scared or too lazy to do it.
Just talk to people. Be open, expressive, say whats on your mind, call people up when your bored. Be social. Then once you get frusterated with it all, and realize it isn't worth the trouble, you will have more respect for your self and you will go back to being who you really are.

I think one should try to accept what he is rather than try to change his/her personality just because others are saying that he/she is not too outgoing. Each person has his unique personality traits and a group of friends is entertaining and enjoyable only if it contains members of varied personality types and attitudes (one funny, the other serious, the third smart, the fourth outgoing, the fifth a bit lonesome but kind to others, etc).
But at the same time I advise you to try to form more friendships and to go out to places where you can meet many people (eg: cafes, discos, etc). This, in my opinion, is the best way to be more outgoing.
Enjoy your life as it is. An Arabian proverb says: "Habit overrides enhabit".
