The Bible is a book to be *understood*, not quoted.
I think part of the problem people have in understanding the Bible, is that so many times throughout their lives it has been said to them in small quotes. People start to see it as a book of verses and not of paragraphs, stories, chapters, and books contained within a large anthology.
If you ever read the bible without the verse markers in it, or listen to it unabridged on CD, it's much easier to understand what it is saying. You still won't understand it all. It's personal. There's no definitive right/wrong way to interpret a passage. I think God has a personal relationship with each individual, so think for yourself when you read. Don't read the way the pastor says it's supposed to be interpreted.
The fact that so many people hold on to the KJV of the Bible is a big problem in trying to get kids and teenagers to understand it. People say if they are saved, the Holy Spirit will guide them through the difficult passages of the KJV and they will understand it.
If you do some research, the NIV is one of the most accurate version, and is easily read by people who speak modern English. We don't speak Middle-English, we don't understand a lot of the phrases.
How can people hold on so tight to a translation that was done so long ago, with such little documentation on the scholars who performed it?
Anyway, off that tangent now. You have to read the Bible as a book, and not a conglomeration of verses. Start a book at the beginning, don't just flip open to a chapter. You wouldn't start reading any modern book from chapter 13 would you? So don't start Romans in Chapter 11.
I encourage anyone interested to look up the book below. Very inspirational on how to get the most out of the Bible.

How do you know if you have the Holy Spirit? Maybe you just have a chemical imbalance in your brain? How would you know the difference?
What kind of willingness do you need to have? Willingness to honestly read the passages and listen to your own brain as to what the words mean or the kind of willingness to read the passages and interpret the meaning the way you have been taught?
And, what is "correctly"? Even the clergy of different religions within Christianity do not agree on what the Bible passages mean so how can anyone else figure it out?

I am a very fortunate person. I attend a very good bible teaching church. Yes, I do read my bible. I don't understand every single thing in it, but I don't have to.
The bible tells me that the things of God are spiritually discerned. Being a born again believer in Jesus Christ, God's spirit lives within me, and He shows me what He would have me know from His word.
There are some things in the bible that, I agree, people can have varying opinions on about what exactly they mean. There are many more things that are perfectly clear.
I don't need to be "right" all the time. I just desire God to change me into the person He would have me be. His word is the material He uses to transform me, day by day.

First, you have to except Christ into your life as your personal Lord and Saviour...then you ask for God's holyspirit to fill your heart. Once that happens, with prayer and bible study, a person will truly understand the bible. Those that don't know Christ as their personal Lord and Saviour will not know the bible. There are a lot of folk out there that do not know the bible. There are a lot of people that do not know Christ!

That is why there are so many confusion and others just give up faith in it all together. The Holy Spirit should be requested by us in prayer to aid us into all truth as the Bible says that he will.

Mark Twain said he wasn't troubled by the parts of the bible that he didn't understand, only by the parts that he DID understand.

I have read the Bible from cover to cover, but I am wary of anyone who says that they understand it all.

Think about the Bible as the same as Jesus.
The more you talk to Jesus, the more you know Him.
The more you read your Bible the more you know Him.
So, talk to Jesus daily.
