This person does not want me to know their real birthday. He has been playing illegally in an over-40's soccer league even though he is only 36.

You may be breaking the law in most states if you try to find it illicitly. But there is one way to do it through public records without getting in trouble.

Type his full name and state in this link. It will bring up everyone in that state with that name and give you the person's age and town where he lives. If you find a match, it'll tell you. Then you can contest it with the league.

If you have his SSN, for a fee, most states will give you a copy of his MVR which will have his Bday on it. Did he not have to prove his age when he registered? Children do, why not adults?
