Absolutely. a lot of other answers have touched on the idea that desires of the flesh are God-given meaning he created them but i want to add that the Atonement (when Christ sufferred for our sins) did not only include our sins but also every pain and weakness we go through. He sufferred all pain an affliction that we may ever face so He would know how to "succor" us. this makes sense because how can we expect that He understands what we are going through if He never experienced it. i believe He understands the desires of the flesh because he felt them. what makes Christ perfect is that even though he sufferred all pain and temptation, he did not fall slave to them-he resisted unlike many of us. hope i understood your question and that this answer helps (and makes sense!)

God does not have understanding of them from an experiential knowledge, but he does know about them. However, Christ did experience temptation and does understand what we are going through, but because He did not sin then we know that we can rely on Him to help us not to sin either. A lot of times our sin comes down to giving in, we don't discipline ourselves.
Heb 4:14 We have a great high priest, who has gone into heaven, and he is Jesus the Son of God. That is why we must hold on to what we have said about him.
Heb 4:15 Jesus understands every weakness of ours, because he was tempted in every way that we are. But he did not sin!
Heb 4:16 So whenever we are in need, we should come bravely before the throne of our merciful God. There we will be treated with undeserved kindness, and we will find help.

God can recycle garbage. It is why He permits it. It's why He left Luci in the garden with Adam and Eve. It comes out right in the end....so He permits it. But there are prices to pay.

Yeah, if there is a God, that God knows all, that is what would be part of being Divine, and if that God were a creator, then surely that God would know what was made.
