Yes, the counselor is the Holy Spirit, and PRAISE GOD ALMIGHTY, the Holy Spirit is still available today to every knee that will bow and proclaim Jesus Christ as their Savior and King!!!

Jesus Christ called the holy spirit a “helper.” For instance, he told his followers: “I will request the Father and he will give you another helper to be with you forever, the spirit of the truth, which the world cannot receive, because it neither beholds it nor knows it. You know it, because it remains with you and is in you.” Among other things, that “helper” would be a teacher, for Christ promised: “The helper, the holy spirit, which the Father will send in my name, that one will teach you all things and bring back to your minds all the things I told you.” The spirit would also bear witness about Christ, and he assured his disciples: “It is for your benefit I am going away. For if I do not go away, the helper will by no means come to you; but if I do go my way, I will send him to you.” John 14:16, 17, 26.
From heaven, Jesus poured out the promised holy spirit upon his followers on the day of Pentecost in 33Â C.E. As a helper, the spirit gave them increased understanding of God’s will and purpose and opened up his prophetic Word to them. (Hebrews 9:8-10) That helper also empowered Jesus’ disciples to be witnesses in all the earth. (Luke 24:49) Today, the holy spirit can help a dedicated Christian to grow in knowledge if he avails himself of the spiritual provisions made by God.
Jesus can only be in one place at a time, but when he is in heaven, he can send the helper, God’s holy spirit, to his followers wherever they may be on earth. So Jesus’ leaving will be beneficial.

I believe the Holy Spirit is definitely as available today as he was back then HOWEVER...you have to truly desire him. When the 12 were together, they were all of one mind and one accord praising and worshiping together and they all received the Holy Ghost. The bible talks about seeking God diligently and he will be found of you. The same thing with the Holy Ghost...you have to seek God for IT diligently and he will give you the comforter.
Acts 2 talks about how they "tarried" which meant they were there for awhile praising and seeking on one accord. It can/will happen only if you seek after it and wait on the Lord.

Yes , He's one and the same , you receive the Holy Spirit when you are saved . No , there won't be any miraculous feeling that comes over you , but He will lead you in learning God's Word . Yes , He is also a being . He is given to you to keep you from sin also .

Yes,all you have to do is ask God for it.Don't believe anyone that says you have to speak in tongues to have it either,that is a lie.The Holy Spirit is a comforter and is to lead and guide you into the truth.

Meditation: When you need help or support who do you turn to? A friend who has earned your trust? Jesus offers his disciples the best and truest of friends. Who is this promised friend? Jesus calls the Holy Spirit our Counselor and Advocate (also translated Paraclete or Helper). Counselor is a legal term for the one who will defend someone against an adversary and who guides that person during the ordeal of trial. The Holy Spirit is our Advocate and Helper who brings us safely through the challenges and adversities we must face in this life. As Jesus approached the hour he was to be glorified -- through his death on the cross and his resurrection, he revealed more fully to his disciples the person and role of the Holy Spirit. What does Jesus tell us about the Holy Spirit? First, the Holy Spirit is inseparably one with the Father and the Son. It is the Holy Spirit who gives life— the very life of God -- and who kindles faith in hearts receptive to God's word. The Spirit makes it possible for us to know God personally. He gives us experiential knowledge of God as our Father. The Spirit witnesses to our spirit that the Father has indeed sent his Son into the world to redeem it and has raised his Son Jesus from the dead and has seated him at his right hand in glory and power. The Holy Spirit reveals to us the knowledge, wisdom and plan of God for the ages and the Spirit enables us to see with the "eyes of faith" what the Father and the Son are doing. Through the gift and working of the Holy Spirit we become witnesses to the great work of God in Christ Jesus. Jesus warned his disciples that they could expect persecution just as Jesus was opposed and treated hostilely. We have been given the Holy Spirit to help us live as disciples of Jesus Christ. The Spirit gives us courage and perseverance when we meet adversities and challenges. Do you pray for the Holy Spirit to strengthen you in faith, hope and love and to give you courage and perseverance with hope when you meet adversities and challenges?
"O merciful God, fill our hearts, we pray, with the graces of your Holy Spirit; with love, joy, peace, patience, gentleness, goodness, faithfulness, humility and self-control. Teach us to love those who hate us; to pray for those who despitefully use us; that we may be the children of your love, our Father, who makes the sun to rise on the evil and the good, and sends rain on the just and on the unjust. In adversity grant us grace to be patient; in prosperity keep us humble; may we guard the door of our lips; may we lightly esteem the pleasures of this world, and thirst after heavenly things; through Jesus Christ our Lord."
