GO FOR IT!
My mom was teaching me how to paint when I was around 2. Sure it started off with finger painting but I think I went into pottery at around 4. I owe all my love for art to her
If there are no local programs, then of course you can teach her. Just a box of crayons and some paper works wonders ^_^

Now check with your local Art Museums to find the best place for classes her age, I have seen kindergarden kids draw like famous artist, it's amazing and wonderful congratulations!

You might check on county hall or newspapers for it, four or three is a good age if the child does learn and have fun too. The child can be the judge on where to go and how much to pay.
