He was born in Los Angeles, California, USA from american parents but lives in Argentina since the he was a toddler.

He would have American citizenship for sure thanks to the 14th Amendment. He might have dual citizenship with Argentina because of the length of the time he has lived there. But his nationality is whichever he wants it to be.

You say his parents are American, so that means they're Native American because they're the only true Americans. They must be a mixture of some nationality. Of course, he's not going to be Argentinian because he wasn't born there.

Well his nationality is US Citizen but he is a resident of Argentina. He can keep his US Citizenship but at 18 he can become a citizen of Argentina if he so chooses, thus rejecting his US Citizenship.

Not enough information - he might have become a citizen of Argentina - if you vote in another country you are also supposed to automatically lose your citizenship.

If you are born in the US, you have US citizenship. He may qualify for dual citizenship with Argentina depending on their laws on that matter.

Unless he renounced his American citizenship, he is American. I don't know if he's applied for Argentinian citizenship, or has dual citizenship, since I don't know him, but as a born here, person, he is American.
