You might want to clarify your question - I can't understand what your question means.
If you are referring to a teenager who has somehow infringed upon the lawful rights of an orphaned child, I don't even know the context in which this could occur.
If you are referring to a teenager who files for the court to allow him/herself to become an orphan from his/her parents, then I would suggest that you pray for the teenager.
Parents can be an invaluable source of guidance for their children - as a teenager this is hard to see. Parents can also be abusive to their children, but if this is the case I think that there are better ways than filing for orphanage to protect the teenager.
As for what should happen to a teenager who files for orphanage, that is for God to resolve. I would suggest that the teenager give strong consideration to God's commandment to honor your father and your mother (see Sources, below).
There is more glory to God, I think, in respect than in independence.
