DO NOT PURCHASE AN OVER THE COUNTER FLEA PRODUCT. YOU WILL KILL YOUR CAT!!!!!!!!!!!!!!!!!!!
Please go to a vet and buy a SAFE and EFFECTIVE flea product that will last 1 month at a time.
If your cat has fleas, it probably also has tapeworms, round worms, and ear mites. I suggest Revolution or advantage for flea control.

If he's an indoor/outdoor cat, he very well may be getting into fights with other cats. They tend to go for the ears when fighting and bite each other. So you may need to consider making him a permanently indoor cat.

If it looks more like he has blackish crusty stuff in his ears, then he may have ear mites which can usually be treated with an over-the-counter medicine you can pick up at Wal-mart. If they don't go away, or they seem to get worse, a trip to the vet is in order.

You need to keep him inside. If he were indoors only this wouldn't be a problem. Take him to the vet...only a vet can diagnose whats wrong with your cat...he could have ear mites, could be allergic to fleas, could have gotten into a fight with another cat...anything. Vet. Now.
