There is no one to report them to. Let their consciences get the best of them and the guilt will eat away at them. They'll ultimately punish themselves.

You can't report someone for taking "advantage" of your generosity. Just don't be so generous next time. There's nothing to report because you "willingly" helped or gave...unless you have a contract whichs states to what degree they are allowed to take and how much you were going to give.
