No one above the age of the ability to know right from wrong.
It is the degree and intent of the sin that matters.
Telling your GF that she looks good in an outfit that is 2 sizes too small and a really bad color is a lie, therefor a sin but no where as near as bad as the one "Iraq has WMD and is a threat to the US" One will be punished, the other will be forgiven.
The same holds true for any other sin IMHO.

the bible says that "all will come short of the glory of god". but yes, there are currently those not in sin. For example, newborn babies are not sinners...yet. They arent yet old enough to make decisions for themselves, but when they are of age, they will sin, at least once b/c of what the bible says. Oh yeah, they can still be forgiven for sin. The only exception to this was christ himself.

Anyone who does not know the difference between right and wrong is not a sinner.
This would include almost all children less than six years of age and people who are mentally retarded.

We are all under sin, as it is written, there is none righteous, not ONE!
everyone is a sinner, since adam(our father) sinned it is passed down to everyone. but we have a way out, by trusting in Jesus as savior.

No, We are all sinners unless we repent of our sins and put Christ first in our lives and then still the flesh is subject to sin.
We must die daily in Christ.

NO there is no such thing as a person who hasn't sinned
we were all born into a sin nature and even babies i wouldn't really call it sinning but even they come out thinking about themselves and are self-centered
