There are several variables to your question. The size of the cake, the thickness, the room temperature. Generally a 9 X 13 cake takes about 30 mins to an hour to cool all the way. Just make sure that your cake is room temperature before frosting the cake or your icing could "melt".

According to Wilton, you should wait about 5 minutes before you remove it from the pan. YO"U MUST SPRAY THE PAN AND LIGHTLY FLOUR IT. If you wait any longer than that you risk damaging the cake. After you remove it from the pan you should immediately cover it with cellophane to seal in moisture. If you don't you will have a cake that is very dry on the outside and possibly farther depending on how long you leave it out. After it cools (speed of cooling depends on the temp. of your house and the humidity) remove the cellophane and leave for a couple of minutes. Most people say it's best to wait until it's completely room temperature before trying to frost it. That's because a warm cake will melt the frosting, making a mess. It's not as pretty that way, either. Don't put it under a fan, though, or the cake will look like your gramma's backside. My best recommendation is to leave it on a wire rack in a nondrafty area (away from pets!) in your kitchen for a couple hours.

it depends on what you want to do with the cake afterward. sometimes i like putting whipped cream on the cake right after it's out of the oven, and the whipped cream will melt and sink into the cake, giving it moisture and a wonderful taste.
but for the most part, cooking/baking is from instinct - if you think it's cool enough for you to frost/decorate/anything else, then you can give it your own time frame.

Depends on how hot or cool your kitchen is for one thing. Are you putting it on a cake rack? It should take about 30 to 40 min. I would think, not much of a baker, but a good cook.

10 - 15 mins before you take it out of the pan.. and then let it cool for another 10 - 15 mins before adding the frosting
