Neither. Both have no brains nor influence to determine the correct route to generate peace, as our world is in shambles as you read this. George Bush's' power and influence comes from his father, who didn't finish what he was supposed to do while he was in office. Note: Lex Luthor is a figment of your imagination, if you want to run with that, then do so.
