I know a Retirement award covers 10 years what about ETS.

I am told I must write an award for a soldiers ETS. "they can't do that" I know this. But what my issue is the unit is telling me I must cover the period only while he was at this unit for his award and not a comprehensive service award like a retirement award. Should I cover the other 6 years of service not in this unit for this ETS award.

I have always covered the soldiers entire period of service.

IAW AR 600-8-22 Para 1-18 Period of award it is only for the time the Soldier is under the current command. 1–18. Period of award a. For meritorious service awards, the cited period is limited to the period of service during which the individual served under the recommending command, except in the case of retirement awards. (See para 1–22.) Meritorious service is characterized by distinguished service and performance above that normally expected, over a sustained period.

The ETS award is not obligatory by your unit. Usually though, It's either the AAM or ARCOM, and is usually based on your level of responsibility, Outstanding feats you have accomplished since you've been in, and several other factors. just showing up to formation on time and passing your PT test are not enough. If you're a soldier then becoming soldier of the quarter, earning the Army physical fitness excellence badge, stepping up to responsibility when it is given, and consistently taking the initiative. If you're an NCO, you should have mentored some of your soldiers to excellence, Scored among the best on your NCOER or squad/section evals, consisitently worked above and beyond your level of responsibility.
Basicallly you need to show that you tried to improve not only yourself, but the organization you were in also.

ETS stands for Estimated Time of Separation and I don't recall anyone receiving an award for completing their enlistment. If you sign up to serve 4 years and you complete your term of service then normally you receive an honorable discharge. Also, retirement in the military is traditionally earned after 20 years of service; but there are some exceptions.

If you did a good job and were doing some outstanging wokr, the unit, before you leave will give you and award, usually an AAM or an ARCOM for better job. AAM (Army Achievement Medal) ARCOM (Army Commendation Medal)
