I'm a single dad and had this same question a couple of years ago so I did what any single dad does. I called my mom for help..lol. What I ended up doing was going to a thrift store and buying a bunch of cheap dresses and hats for the girls to play dress up in. ( and then my daughter had clothes to play with after the party ) I also went to the dollar store and bought hand mirrors for the girls to decorate with glitter glue and stickers. My girlfriend did their hair and make up and then we took pictures of them to take home. We had cheese pizza and the cake and milk and punch. She had 7 girls over and I think everything cost me about 125.00. Oh, and we also had a pinata for the girls to break and had stuff from the $ store inside. ex. stickers, fake nails, necklaces, candy, things like that.

My daughter's hairdresser does parties. She provides pizza and cake, and they do hair, nails, "tattoos" (washable ink), and she has a bunch of old prom dresses, shoes, necklaces, hats... they all get dolled up, then she takes pictures. My daughter had a great time at one she went to.

My daughter herself is artsy and loves crafts. AC Moore's and Michaels both do parties. How much they cost depends on what craft you choose, but it's nice because the kids get to bring home the thing they made so you don't have to worry about little gift bags of crud.

This year, she's talking about a swimming party at the Y. (She'll be 6)

Try Libby Lu's or Build-A-Bear. They are both really fun for kids that age and reasonably priced. Libby Lu's allows the girls to get a makeover and they get to perform a little skit. They also get gift bags to take home w/ them. The prices usually start at $12 per child. Each package includes different things. Build-A-Bear also is about the same price for the smallest animal, but the children get to make their own bears, the b-day girl gets the b-day song sung to her by all the customers and employees and it's a lot of fun! My niece had the bear party and got to bring 6 of her friends. They had a blast and were so excited they each got to bring something home!

My most memorable all girl party was a dress up party. Each girl came dressed in one of their mothers dresses and shoes. Then during the party we made paper plate hats with feathers, ribbon, scrap material, beads, buttons and more. We also learned how to put on make-up. After that we did a fashion show. We took turns walking around the front of the room while my mother read information about us and our outfits/makeup. We had a great time, and I bet your daughter would also! Plus, it is cheap!

Have a bowl painting party or do some other kind of craft. My daughter had her first sleepover at the age of 4. We made pizzas with Bobili crusts. The girls loved putting the toppings on and eatting their own creations.

Well you can have a sleepover, a tea party, and a dress up party. All of these things are fun to a 4-5 year old. Tell her that i say happy birthday and have fun.

We just had a party for a little girl, the best game we had was a bucket full of water bombs, dad got to run around a certain spot in the yard and they got to throw them at him.

Instead of pin the tail on the donkey, we got a picture copied of a bratz face and had spare eyes and mouths made and they had to blindfolded, put her face on.

making masks out of paper plates, with wool, crayons, glitter etc.

beading coloured pasta onto string

if funds allow it, go to an opshop and buy up some old fancy dress clothes that could be for princess's, let them all dress up.

Lots of fairy food.

Have a real English tea party with real hot (warm) tea and sugar and cream, make little sandwiches and cookies. Have all the girls come in frilly dresses supply garden hats and let the girls decorate them before drinking tea. A real blast would be if you used real china tea cups. Hint: let the girls put as much sugar and cream in the tea as they want they will remember this for years. My daughter loves tea parties.

Girls at that age love girly-girl things, so I would do crafts like beading necklaces, decorating a pair of flip flops, etc. Do you have any kind of theme? Most 4 year old girls love Barbie and princess things....stroll around the craft store and see what you can find!
