I don't think you should say anything...it's not their fault that you or others may find skin distracting. Here in Florida, there are some churches that have their services on the beach, and beach or non-beach attire is fine. Maybe throw up a thank-you to the cosmos that you're still in this world to find such things distracting. *smiles*

Modest apparel. We are going to worship God and should not distract others from worship by the provocativeness of our dress. Whether you should say something I don't know. I'd talk with your parents or teen leaders or pastor about it. The leaders of the church should take the lead on this issue. The responsibility shouldn't have to fall on you.

Perhaps you should tell your pastor to mention this in a sermon. I heard a sermon about this on the radio. It's a good topic. Mention it to a youth leader, especially a female youth leader (hopefully she doesn't dress like the rest of the girls) who can talk to them about this problem at their level.
As for your first question:
1 Timothy 2:9 I also want women to dress modestly, with decency and propriety, not with braided hair or gold or pearls or expensive clothes, 10but with good deeds, appropriate for women who profess to worship God.
When I heard a sermon about this, the preacher said that when women dress for church, they should dress up a bit so they aren't distracting by dressing too casually (like they just woke up and threw on jeans and a t-shirt and came totally unprepared) and they should not dress like sluts and be distracting in that way either. They should also not dress in a manner that shows off how rich they are (when Paul talks about braiding hair, he's talking about braiding expensive stuff into one's hair as was customary for wealthy women in his day)
The most important thing is that the way they dress matches their character.
When I go to church, I usually wear a skirt that goes below my knees or slightly (like an inch) above the knees and I make sure I wear a shirt that covers my bosom area and fully reaches down beyond the top of my skirt. If I'm wearing a thin shirt, I wear a layer underneath. I don't want to be a distraction that keeps guys around me from worshipping comfortably. Especially my boyfriend. I hope more girls will follow this example. (I'm not trying to say this in an "I'm holier than thou" manner, or anything. Sorry if it sounds that way to you.)
I'll be praying for your mind to stay clean during church and I'll be praying for the girls in your church to dress more modestly. Thanks for bringing this up.

I don't know if u can understand what I'm going to say, but this is exactly why muslims worship the way we do. In the mosque, women, (and we are lovers of modesty) get to be in the back the whole time. We get our privacy from men (this is much less annoying!)......and they don't have to put up with the distraction.
It really is a much more enjoyable environment, where you can focus on what you came there for - to worship God.

LOL...we have several girls who like to show a lot of skin at our Church too. I wouldn't say anything, that's their parents job. It does spice things up a bit!

If you go to church clothed in humility and love, you've done as much as you can. Pray for those girls and DON'T let them be shut out because of their garments. Inside those little outfits are people for whom Jesus willingly gave up His life.

Yes you should say something.
You should go to your psychiatrist and tell him that you appear to be a lecherous pervert who likes to letch over young girls in church.
Adam and Eve were naked. There is nothing wrong with being naked or showing some flesh. God sees us all naked every day when we take our showers, it is not like we are going to shock Him.

I read a sign in front of a church that put it best. God already knows what your belly button looks like, please cover it.
If the women are truly there for God they would be covered as to not distract other people that are also there for God.
