A lot of people don't realize that you can't create nonexistent colors. So, you can add color to this photograph, but it won't be a 100% accurate representation, no matter what photo-editing software you use.
If you have Photoshop, you can use the Replace Color to swap shades of black & white for shades of color. This will allow a pretty fair representation. However, skin tones, make-up colors, clothing shades will most likely not be close to the original unless you remember what the original coloring was, or you have another photograph with the original coloring intact.

Almost any image editing software will allow this. Windows Paint, Apple's iPhoto, many others.
Some hints: After you scan the original, do a "save as" and save a copy under a different name, and work your experiments on a copy. Also, if the software allows you to adjust how transparent the color you place, make sure you set this low. You can always add layers of color, but some applications won't let you take layers away.
If you are willing to spend a little money for a more sophisticated tool, I highly recomment Photoshop Elements. It contains many of Photshop's best features, but much cheaper than the full version Photoshop. You may have a friend who may have an older version, called Photoshop LE. Maybe he can lend you his copy.

if you have it saved in my pics then open up the folder, right click and choose "open with.." choose the program you bout to use then find edit and you can select from a list of choices including changing the color.
idk if that would work but i deff know that you can make a color pic black and white. try itt!
