My mother was ill and I had to drop out twice.

if that is your reason - and you can show that it is no longer something that will happen - then possibly - see if you can get a reccommendation from the grad dept you were in - soemthing that states that you were expelled because of your personal problems - IE your mothers illness - as opposed to academics

Somebody will accept you, sure. But it will probably be a place in a lower tier than where you were. If you had a good reason and can document it, you're sure to get a second chance.

they should.. as long as there is an explanation ..
i worked for a university admissions.. and they typically look into individual cases.. especially on grad level
