Becuase the oil and auto industry work together to limit the amount of consumer choices on the market... I predict that this will change once Toyota and Honda become the top two automakers on the planet.

Toyota is almost there.

Well, they demanded these vehicles. The US auto industry, who makes them, complied so that they would not lose a huge market. It was a fairly easy modification to the engines to make them run on ethanol, gasoline, or any mixture of the 2. So it was a no-brainer for Detroit.
The US auto industry sells what people will buy. Go buy a flex fuel vehicle. tell your friends to. Demand will change their behaviour more surely than any California regulatory commission!!

According to Brazilian government the price of importing oil was just to high. Environmental concerns of oil production were a concern. And they grow a lot of sugar cane in Brazil and the leaders wanted to make better use of a renewable crop.

It was a government mandate. And they have the right kind of climate to grow sugar cane, which is way more efficient for making ethanol than corn is.
