The only Rotterdam I know of is located in the province of South Holland.

but really the definition of rotter is:

a person who is deemed to be despicable or contemptible;

Example "only a rotter would do that"

so I think it is in that respect

But then again I read that Rotter is a common name in some countries and dam could just mean a dam to block water, so really it depends on where you are
