There are a number of sources on the net. One mentions this:
"A person 18 and older having sex with a 13- or 14-year-old faces a felony
charge, which carries a punishment of two to 10 years in prison and up to a
$100,000 fine. A person 18 and older having sex with someone age 15, 16 or 17
faces a misdemeanor, punishable by up to one year in jail and a $2,500 fine."

1. Virginia is not a State, it's a Commonwealth.
2. Legal age for consentual sex in Virginia is 18.
Just because something is legal doesn't necessarily make it right. I know 20 year olds who aren't emotionally mature enough to engage in sex. Wait until she is both old enough AND mature enough...then wait some more to make sure.

In some states the "age of consent" is 16 - it does vary from place to place, although I think no states set it at 14 any longer. You can run a web search using that term along with the state's name.
