I think that it depends on the individuals involved. There can be very smart hustlers, but there can also be very dumb ones. There are also very smart college graduates, but some very dumb ones too. So, you have to look at the individuals to make an adequate comparison.

You can't compare the two. They are both two different ways of how you can be smart, but in the long run, I will say the mathematician because he went on to get his degree at a good school, and will be able to get a good job to support himself in life. While they hustler may be making lots of money too, it's not legal. And anyone doing something illegal constantly, is definitely not smart.

It depends on what you mean by "smarter"? If you dropped the two of them in the middle of the city with no cellphone or money, the hustler will perform better. If you're administering written tests or a job interview, it's likely the graduate will perform better.
Both have their assets, so it depends. It also depends on which one is inherently smarter before their "educations". Formal education doesn't equal intelligence. I know some really stupid educated people.

it depends.......a graduate of science is smart...obviously.....but who knows if the hustler may be a genius with no one who would care for him/her, and has no one who cares if they are smart or has any potential at all
