Go to the school that offers your desired major. In your first or second semester, get a job in a field related to what you are studying--this will allow your job and your studies to compliment each other. Use a fraction of your earnings to pay for any living expenses you incurr. Use the rest of your earnings to pay off the loan. Most companies that offer loans do not put interest on the repays until you are out of school with/without degree in hand.

Another state, it offers your major, and if you are going to pay the loan back whats wrong with finding out what another place is like!

I would go to the school the offeres your major because you will be skilled in something you love other than something you don't enjoy nearly as much. And most likely the school in the other state probably has a better eduacation

You should do whichever makes you happy. So if pursuing the major is more important, take the loan and go do your thing.
