Well, can something that's invisible, silent, and has no proof of ever existing make anything?

Nothing is impossible for the Lord God, but there is something He wont do, and this is His word:
Isaiah's 55:10 - 11

10As the rain and the snow
come down from heaven,
and do not return to it
without watering the earth
and making it bud and flourish,
so that it yields seed for the sower and bread for the eater,

11 so is my word that goes out from my mouth:
It will not return to me empty,
but will accomplish what I desire
and achieve the purpose for which I sent it.

Mark 10:27
Jesus looked at them and said, "With man this is impossible, but not with God; all things are possible with God."

So God will not break His own word.

If what you're asking follows the structure of the "Ontological Argument" proposed by St. Anselm... yes.
Biblically, he didn't "make something" literally--as an object--that would deny his omnipotence, but he did promise that he would not drown his creation anymore with a world-wide flood. Rainbows are signs he left behind to keep that promise.

Is this a riddle? God can make a covenant with man, but the only way the covenant can be broken is if man does something wrong, not God.
