A hermaphrodite.
It's a genetic malfunction in utero. Person needs full medical evaluation to see whether they are physically more male or female internally (ovaries etc etc), talk with doctors, decide what sex they really want to be, or feel they are, and then have special surgery, based on whether they have a uterus, prostate gland etc etc. so they can live a normal life, or as close to normal as possible.
