Good glad you dont do sex, clever girl.
I would buy some balloons, which ever colour and fill the room with them.Have a rose for him in a box cause men love that too. Buy him some gifts that he has been hinting a lot for and put effort in the wrapping, eg bows. Get a lovely dvd and sit and watch it together under the covers, dont for get the popcorn and just enjoy cuddling eachother cause that is better than sex at times.Hopoe you find some thing that is right for you and him on the night.

I dont know how much money you have so im going to give you a couple possibilites.
1. Take him to his favorite baseball team's game, and do one of the ads on the big screen saying happy birthday, (and if you love him) I Love you...
2. Just pick a night around his birthday, rent all of his favorite movies, get some of his favorite candy and sit down and have some alone time with him...if you dont want to be pressured into anything make sure someone is somewhere in the house.
3. Go to a teen rave, where maybe one of his favorite local bands are playing, and have them make a call out for him.
4. Write him something, guys aren't usually as in depth as we are (not saying that all guys aren't!!!!), but if he loves you, he'll love anything from that heart from you...........just go from there..GOOD LUCK!!!

Figure out what he enjoys....such as sport, movies or what ever and turn into a them type of gift. Either get him tickets to go see his favorite team and present the inside some of that teams memorabilia. If he is into movies try to incorprate dinner along with the theme of the movie.

Prepare a nice little picnic for a quiet lunch or supper in the park, by the lake, or somewhere you both like.
Tell him how much you care about him. Kiss as much as you both want.

just be there..if he really loves u then he will be happy to be with you...if u can afford to take him somewhere..do it and dont make him pay...he pays for u all the time....and just be very romantic...seeing as how u dont do sex..thats all u can do..if u do change ur mind...guys always like good head.
