Both, of course. The purpose of the interviews is to determine that you were truthful on the application and that you are not hiding anything that would make him inadmissible. Honest applicants have nothing to fear, and would have no need to ask such a question. What are you afraid of?

It will depend on where the people live. If they are together in the same country then there is a slight chance the petitioner will be asked to the interview. Otherwise there is no interview for the petitioner.

That depends ... can be done both ways at the discretion of the immigration official ... if they suspect something "fishy", they normally interview separately ... if everything seems to be OK and above board, they do it together .... have friends who have had it done both ways ....
