Center a pic of a dog and walker at the top. Under that write the name of your business if you have one, if not you can write "Macy the Dog Walker!" for example. Below that you can put your hours, if they will need to provide a leash, ect. Then down at the bottom write how to contact you and the best time. Also write where you live. And give a little bit of info about yourself.
There are a lot of ideas, but I think this would look really nice. You could make it on Word, and if you have ClipArt, you could easily find a funny cartoon picture of a dog with walker.
Hang them up all over the neighborhood, or other places you think a dog owner might be, like a PetSmart.

Well, that depends. Are you offering services, or looking for a dog walker. I am going to assume you are offering services. First, I would choose a bright color for the paper. Then, think of some key bullets/offerings (maybe 4) that you would like to use in the body of the flyer. Avoid using too many words or sentences, b/c if someone is driving by, or walking quickly, the best way to catch their attention is a few key bullets. Make sure you provide contact details, and price.

Like it was stated by another person - name, phone number (not too sure about your address as people can come to your place even if they dont have dogs.... can you spell psycho?).
You might want to give a brief desciption of how far you will walk them, if people have young or elderly dogs how you can do more than one visit per day (time permitting) and walk them less, how many dogs are you taking out all together as some people dont like their dogs to mix! Just try and keep it friendly, funny pics are good (not too many) such as the fat dog idea posted by someone here already.

I wouldn't respond to a flyer, try advertising via local vets, pet shops and places like that with a professional looking poster.
Remember you must legally be over 16 to be in charge of an animal; to have liability insurance you should be over 18.
Say what experience you have and be prepared to offer references.
If people are going to give you their house keys while they are at work a cheap flyer is not going to inspire confidence.

Make sure you use correct spelling, punctuation and grammar; the word 'ideas' does NOT need an apostrophe - it is just a plural of 'idea'! I, for one, would never use any service advertised by anyone who obviously has no adequate grasp of the English language.
