I mean, don't other states know this as well? Why is it only California that knows this stuff and not Rhode Island, or Arkansas?

Because CA law requires that notice on any products sold in CA that have even the most tenuous connection to cancer. As it's easier to just have one label for national distribution, it's on all labels everywhere.

RI and AR are probably more realistic about their views on cancer. And since the catch-all CA warning is already there, why bother with wasting lawmakers' time coming up with another one?

Of course other states know this, it's just that California passed laws requiring that the suppliers label 'dangerous' products.

LOL, they all know, and they shouldn't put things on shelves that cause cancer period, but they like money over US citizens lives
