Saul was a person just like you and me. Since no one is good, except for God, I would say he was bad.
He wanted Christians murdered because he disagreed with what they were teaching....that Jesus was the messiah.
He was converted and became a believer. From that point on, he served the Lord and suffered many things in life for being an open Christian and trying to explain the scriptures to the Jews. He eventually died for this.

There are two Sauls in the Bible. The first one is in the Old Testament. God chose him to be the king of Isreal, but then he became a jealous and pious man. So he was a good man until he started to become jealous of one of his Soldiers(forget name).
The other Saul, is the man who was later renamed Paul, as you will often see his name portrayed.

Jesus said that there is no one good except God ( paraphrased ) .
The common thing to try to do is to think that you can reach a state of " goodness " by trying. That's what all those ( 613 as I understand it ) Laws were for in the Old Testament. If you did all those things perfectly, you could enter into heaven on the basis of works.
Here is what the Law can do for us, since we are incapable of fulfilling it:
Romans 3:19 Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.
So the Law imputes guilt to the sinner, which we all are:
Romans 3:23 For all have sinned, and come short of the glory of God;
But with that, we either hide from it, and feel anger for the exposure to the conviction of sin:
John 15:22 If I had not come and spoken unto them, they had not had sin: but now they have no cloke for their sin.
Or repent and allow the grace of God to comfort us:
Acts 3:19 Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord;
20 And he shall send Jesus Christ, which before was preached unto you:
21 Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began.
So Saul or Paul, whichever you meant, were the horrible little sinners that you and I are. They needed God's grace just like we do.
If you meant King Saul, if he died in faith, he is saved. The same goes for you and me.

there are 2 sauls in the bible if am correct. the first was the first king of Israel, who died disobeying God. then there was the saul who was renamed paul. he started off as the bad guy but ended up the good guy.

Saul of Taursas, in the New Testament, and who has written much of the New Testament,(as Paul) was neither good nor bad. He was lost!!! Without salavation through Jesus Christ, we are all capable of the sin and atrocites that Saul committed in the Christian community. When Jesus saves each one of us, he fills us with his Spirit, his Love, his forgiveness.
WE, can then be renewed like Paul was, and can minister and show the world what it means to be a new creation in Christ. That is the power that is Jesus Christ. It is not something that we could do in our strength, but only in Him.

The way i understand it, Saul was the first King of Isreal after they changed from rule of Judges. He kind of went off on his own instead of listening to the Prophet, who i believe was Samuel. He was replaced by David. The same David who defeated Goliath.

"Saul" was not a good person. He was mean, selfish, and had people killed all the time.
However, when he saw the Lord, became blind, and changed his name to "Paul", he became a new person, literally.
Saul was bad, Paul was good...you can't clump them together.
