Please just understand her condition, and be extremely patient with her.. any disobedience and behavior problems that she exhibits at this time are out of her control, as nature rules for about 3 weeks.

Give her Chamomile tea, to lessen the stress. It is sold as 'sleepy time tea', but just plain chamomile is best. You will find it in the tea section.
Anyway, dump it out of the teabag, and mix 1 teaspoon for small dog, or 1 Tablespoon for large dog, in just a little bit of canned food, such as Cesar's, or Mighty Dog.
This will help her relax, and is safe and actually good for her.

Yes, have her spayed. Now you are too late for the maximum benefits but she would still benefit greatly from it. Also you would not add to the gross pet overpopulation problem. Do you know that every day there are 15 dogs (and 45 cats) born for every 1 human? At the rate of births EVERY PERSON would have to own 15 dog for all the dogs to get homes. A family of four would have to own 60 dogs and 180 cats for all that is born to get homes.

Keep her away from males (of course). Do not leave her unsupervised outside, even if you have a fenced yard. Male dogs are very good at finding their way in, and females in season are more likely to try to escape.

Afterwards, just keep an eye on her and watch for symptoms of pyometra (a deadly uterine infection) http://www.marvistavet.com/html/body_pyometra.html
even though she is very young, it is still a possibility.

If she has a false pregnancy and gets milk, watch for signs of mastitis, which is a painful breast infection. http://lowchensaustralia.com/breeding/mastitis.htm

She can be spayed a few weeks after her season is complete.
