If it is ruining your marriage, because you are not financially stable after letting them borrow money (living paycheck to paycheck)......then tell them the truth. You both cannot afford to constantly send them money, because you need it yourself.
If that's NOT the problem, then how it is ruining your marriage?

New Policy: you don't loan money to friends or family. If you can't afford to give it to them, you can't afford to loan it to them. Give them a book called "The Total Money Makeover" instead (see link).
You are not helping them by giving them money, you are making it so they don't have to pay the consequences for making bad decisions.

If you don't want to lend them money don't. At the end of the day money is just money and you should talk it through with your partner and decide what is best for you as a couple when it comes to money and lending.

Don't lend them money. You do not have to explain to your in-laws why you can not lend them the money. Just say you can not help them. That way, you will minimize your future problems with them.
As to ruining your marriage, that is something that you and your husband have to seriously discuss.

Don't loan it to them. They aren't going to pay it back. If you can afford to give it to them, then do so if you feel inclined. If not, just tell your husband you aren't a bank and cannot afford to be handing out money.

Just say no
Lending money doesn't do anyone any favors really,They only have to struggle to pay it back,
Tell them your money is all tied up and you can't get to it sorry. They shouldn't put you in the position where refusal might offend

Your partner needs to be firm and tell them that you can't afford to lend them any more money (you should not get involved with them). They will be mad and they might even stop talking to the two of you, however, it beats going bankrupt.

You should never loan out something that you ever want to see again. The question should be "should we GIVE them money or not?" Because if you can't afford to give it away, then you can't afford to loan it out.
