General rule of thumb, NO.
Cold beer getting warm again isn't as bad as leaving your beer in a 120F car for a few hours, but it's totally not a good idea.

Temperature change on most styles of beer can lead to OVER cabonation, not under. If your beer is cold, then you let it warm up it has a tendency to become like a small volcano in a bottle. It also contributes to off-flavors, especially if you are talking about Lagers or Light Lagers.

The lighter your beer, the less stable it is when it comes to self-life and temp changes. Dark ales are very sturdy (like Guinness), light lagers (Coors light) are horribly sensitive to temp changes.

Best way to check, put one back in the fridge then open it and see.

Hard liquors (anything above 40%) will last effectively forever as long as they're in an airtight container. Your biggest risk is evaporation and rust on old metal caps. The drink cannot spoil, it's antiseptic. Wine can last decades if stored properly (65 degrees) but at room temp it'll spoil after a few years. Any extreme temps will shorten that by a lot. If you open the bottle, it'll last maybe a month in the fridge. Beer will turn in a few years in perfect conditions, clear bottles and high/low temps will cause it to go stale and skunk (spoil). Depends on the beer, bottle, and conditions. If you open the beer, you've got a few days at most. Cordials and liqueurs are a toss up. The more sugar = the more likely it is to spoil. Cream = spoil. So while Baileys has enough alcohol to keep it from spoiling for a week or two out in the open, it'll last longer in the fridge. SO quick rule of thumb: more alcohol = more survivable. more sugar = less survivable.

Depends on the brand. Some beers (most American brands, for instance) have preservatives added that increase the shelf-life dramatically. European (and especially German) beers don't have preservatives and will go bad if exposed to heat.
For an American beer (like Budweiser) that was in an iced cooler, it should be okay as long as the temperature didn't exceed 80 degrees for any length of time. Just chill it off and drink up.
For a European brand, open one and give a wiff. If it smells "skunky", then you might as well pitch it. It's turned.
Although in either case, it is safe to drink ... the alcohol in beer keeps it safe for a long time. That's one of the reasons brewing got so popular - it was a great way to preserve your grain crop, as well as being intoxicating.

Depends. If it's standard mass-produced beer (Bud, Coors, Miller, etc), you can probably get away with it.

If it's craft-brewed (Sam Adams, Rogue, Otter Creek, etc), then I'm afraid it will only be good for washing your hair or killing slugs.

It's all about preservatives and taste. You can do it, just smell the beer before drinking it. If it smells "off" or "funny" (more than usual, in some cases), then pour it out.

Beer is better when stored cold. Storing it at room temps is fine too. Just keep them from getting hot. Beer is best when fresh and doesn't lend itself well to aging. Unless it's alcohol content is 7.5% abv or above.

You can but after it has been cold and then you store it without keeping it cold it goes flat and won't taste as good.

You could, but it would be flat. Once it's been cold, it needs to stay cold.
