It's military time.. the last 2 numbers are seconds. Any time you see a format like that, and the number is *over* 12, just subtract 12:00:00 from it. If the number is under 12, it's AM, and you don't have to subtract anything. The only exception is 00:00:00 which is 12AM, midnight.

Here are a few examples:

17:24:24 - 12:00:00 = 5:24:24 PM. The answer is positive, so it's PM.

07:24 = 7:24 AM

17:24 = 5:24pm

so, 5:24:24pm (hour:min:second)
Basically if it is any time past 12 for hours, subtract 12 from that time to get an answer in pm (13 = 1pm, 14 = 2pm...)
