Boys seem to start talking like normal human beings at about 27 or 28 years of age. Girls do it much earlier, at around 27 to 28 months old.

"Normal human beings" is a relative judgment. My two-year-old talks better than some of my coworkers. ;)
It's important to note that a toddler may understand language it hears much more than it demonstrates through talking. I wouldn't be really concerned unless the toddler is having language problems at age 6 or 7.
To me, it's amazing how fast a child goes from knowing no language at all to speaking in complete sentences. It's like going to an alien land with absolutely zero knowledge of the native language, the native foods and beverages, or anything else about that land. Give the toddler in question time: that kid has a lot on his/her mind at the moment. :)

I'm not sure anymore. There are many people who ask and answer questions here that don't talk like normal human beings.
A toddler is talking like a normal human being. Baby talk is developmentally appropriate and they enunciate better as they learn, grow and practice. Give it time and listen more closely. We can understand them.

toddlers generally start talking normal around 2-3 yrs of age depending on how developed the child is.

Between the ages of 4-7. Depends on the kid and his skills in language. If you think there is a problem take him to his doctor for an evaluation. Dont put it off to long or youll have problems like this girl I know with her son that is 4 now and cant hardly talk he just hmmmms.

Hopefully, you're talking to the toddler like you would someone else instead of baby talk. That makes a difference. Also, every child develops differently so it takes time as well.

I would say it depends on the kid, 4 or 5 if you mean when will they start talking like you.

It depends on the kid and the parents. My son is three and speaks very well. However I have a 5 yr, old nephew who either just repeats whatever you say, of talks complete gibberish. He's pretty much incoherent, other than the curses. Also. I had a neighbor who's son had been speaking clearly since the age of 2.
