I see this Indian cable vendor that may be able to advise if you posed as a customer: http://www.cablecorporation.net/index.asp
Maybe they have software or look-up tables available so customers can self-estimate their cable length requirements?

Maybe the National Grid Company http://www.nationalgrid.com/ have operations out there seing as India was colonial. Maybe you know someone that works for them who may be able to get the information you require?
