It is true that "aloha" can be USED both in situations where one might say "hello" and in those where one might say "goodbye". But that's not quite the same as saying it MEANS "hello" or "goodbye".
In fact, there are many different expressions of greeting and parting in various languages. In some cases the same term can be used in both instances. Aloha is one example. Others are 'shalom' (Hebrew) and its English equivalent 'peace', 'servus' (Austrian German) and its dialectal Italian equivalent "ciao", both of which originally meant, literally, '[your] servant'.
But these last two pairs of examples themselves illustrate that words of greeting and parting do not all MEAN the same thing. The same is true for "aloha".
There is a lot of discussion about the precise idea conveyed by "aloha". Some of it may be a bit excessive, trying to pour every possible shade of meanign from every setting where the word might be used into EVERY use of it. (Languages does not work like that.) But from the efforts linked here I would suggest that it somewhat (not exactly) like "shalom" in wishing wellbeing to the person.
