Unless your dog is showing signs of discomfort, don't worry about it.

Rottweilers aer supposed to have almost black eyes. That is a good thing. However, the red part is surely a sign of broekn blood vessels or some sort of infection. Hopefully by now you have taken him to the vet.

Could be an eye infection. Is there also a discharge? Or sandy like crude coming from the eye?

You need to either see a vet or order Terramycin. Larger pet stores carry this eye antibiotic. I got mine from

The red is blood, from a broken blood vessel. Sounds like a head or eye injury - take him to the vet.

Many dogs eyes are often bloodshot. Don't worry about it unless it seems like it is causing him problems(ie: seeing, etc.)
Best of luck to you and to your dog.
