Sounds like a seizure. Definitely take him to the vet. If he's epileptic, the vet can give him the proper meds to cut down on the number of seizures. If it's not epilepsy, he could have a serious head injury or other brain problem.

Probably was a seizure. Have the vet check him out to see if he can find a cause. Many things can cause a seizure.
If he can not find a reason, then they are called idiopathic seizures, occuring infrenqently.. Vaccinations can cause this. I have one that is now 8 yrs old. I stopped all vaccines 3 1/2 yrs ago. She has gone from 4 seizures per yr down to 2 per yr for the last two yrs.

Pugs are fragle take him into an emergency vet. I had another dog a german shepheard who had a stroke and went blind. She lost all bladder and bowl control at the same time and her head went to the side. I have a little pug now. If anything goes wrong with him I run him into the emergency vet. Please take your little pug child in asap and see what they can do. He must be so scared.

sounds as if he did have a seizure and now he is lethargic, you need to get him to the vet, something is seriously wrong to cause this. There is medication to put him on to prevent seizures. The vet will have to do tests to see what is causing the seizures in order to determine if he needs medication.

Get the dog to a vet. If there are no emergency vets in your area be waiting on the regular vets doorstep when they open.
