Yes, there are electric motors for boats. You can power with wind. You would use a sail for that.

I've got an electric trolling motor on my boat. If you charge batteries with a solar panel you can run on sun. Depending on size of panels as to how fast the battery charges. Size of the battery applies also.
Solar panels on the side of your boat may benefit from reflected light off the water but I don't know how much.

yes u can but u should be careful of water hitting the solar panel
