At a guess I'd say Scotland and Ireland. Russia sounds like a good answer but not every Russian can afford to feed himself, let alone drink.

Luxembourg is 2nd with 17.54, and Czech Republic is 3rd with 16.21.
Interestingly enough, Czech Republic has the highest BEER consumption per capita, with just over 41 gallons per person, per year. Germany is second, followed by Belgium.

Us the Brits, our socializing is always revolved round the old local pub, even when the church has a local fundraiser its held in the pub all the big celebration's of your life are in the pub weddings,funerals,toasting you new baby ,18,21,30,50, all in the pub ! drinking !!!!
