I'm taking the question to ask about free flying parrots as that is how it is actually phrased
Contrary to what others here have told you, I suggest you at least visit this site. http://www.thepiratesparrot.com/free.htm

Free flying parrots is starting to almost become a sport, like Falconry.
If on the other hand you are asking how to train a bird NOT to fly away, you can just have that bird bond to you enough that it won't leave you for long or go far. My Quaker is clipped just enough to prevent his going more than 100 meters or so. He's never gone that far, usually just circles me. He comes back because I am his "mate", food source and his transportation when that "flying brick" gets tired. One quick note on clipping. Get a pro to do it if you don't know what you are doing. If you do, try clipping one wing only. It slows down their flight (they can still escape predators, reason why I only partially clip) and makes them circle, rather than straight line flight away from you.

WOW you will get the poultry decrease back in case you position lost classified ads out for the poultry position call of the poultry color and the position very last considered everywhere locally if someone exhibits the poultry on the floor they're going to understand who's it truly is likewise call community shelters or animal administration to allow them understand you lost the poultry also tell the vets on your section so if its presented in they could get in contact with you, some photo may help besides because the poultry is free it should be close by or quite a few miles away. Its not basic to inform with birds that is why its significant to have wings clipped so even as they do take flight they could only shuttle a short distance and under no circumstances into the trees If the wild birds do no longer damage it and the elements is sweet it is also plausible to ascertain or maybe get the poultry decrease back provide it a pair days even as the poultry receives hungry it is going to attempt to locate its foodstuff may pick to position the cage outdoors in a dry section so if it occurs to get close it ought to locate its cage and enter to devour and relax.

I don't think you can train them - some of my friends breed with birds and they just clip their wings - they usually only chlip the ends so that they can't fly - after a while they get used to it and start walking around!

You can clip there wings, and they can't fly to far. You can clip them your self with sissor's, But don't cut them to far back on the wing.

clip his/her wings. i would take it to someone that knows how to clip wings, but if you do it yourself, don't go back to far because there is a vein there and if you cut it the bird could bleed to death.
good luck:)
