I am not sure about your story. Here is a bit of advice. Do exactly what they ask you to do.

They might want you to keep a job to show stability. You will have to rent/lease a house or apt. that is suitable for how ever many children you have. Most likely you will have to take some parenting classes.
I know it seems like forever but if you will get started on providing the things that they require, the time will pass.

My sister lost her kids to CPS and these are some of the things she had to do to get her children back. She finally got everything ready and she got her kids back, and they are doing well.

If CPS has already taken your kids, ask it they can be placed with a family member. This will help in keeping in touch with your children. If you don't want to make the request, ask one of your family members to call and request to temp.take the kids.

Try legal aid, but in the case of fighting an attorney, might not be something they are willing to take on. Perhaps try reviewing on-line (since you seem to have access) other CPS cases that have already happened and the results or circumstances of those.Check into the laws and call around to other attorney's and explain the situation and see if one out of many you will talk to is willing to take on your case pro-bono if they feel there is a case. If not, you might get more information from them on what you might could do.
