i tried bluenile and others and they dont ship internationally, qvc was low quality, and e-bay was either too high or too junky, titaniumneria was very pricey--thanks for your answers though

yes I can help you. Go to search and type in whole sale diamonds. It will bring you up to many sights. Some of the sightes will let you design your own ring.
I am not sure on how much you want to spend. But QVC has there diamondniq line of diamonds. You can not tell them from the real diamonds. Check out qvc top come.
Pawn shops are also good places to get some good deals.

The best option I could give to you , would be to check on ebay or something, otherwise do a search on google or something for stores in your area, that would sell the engagement rings.
