people should just keep their cats inside and dogs on leashes and that would solve the issue it isn't the fact that there are animals in the city it's irresposicble owners that let their cat's outside not on a leash and let their dogs out without a leash. the ONLY safe way to have your cat outside is on a leash or in a carrier.

jerk, just because you are heartless doesn't mean everyone else is. Pets are great and if you dislike the animals in the city maybe you should move.And to Chicago, if you claim your dogs ruined your love for dogs, then you must not have ever really loved animals at all. A real animal lover never stops loving animals and if your dogs were bad it's because you were a bad owner.
