Read.

Read everything you can that interests you and have a good dictionary handy for those words you do not understand.

You have written your question better than 90% of the people on Yahoo Answers, so I don't think you have far to go.

PS. I have just noticed that there are people telling you to watch English (American) movies. In my opinion, movies and "pop culture" are doing more to destroy the language than promote it. The constant use of slang may only lead to confusion.

Just look at some of the other responses you have received. Poor grammar is prevalent.

Start reading english papers, books, anything that interests u, but of good quality. Try to converse with someone who's good in english for sometime daily. U'll improve slowly and surely if u persist.

Any type of English learning products, (cds books dvds, ect.) and also speak English with other people as often as you can because some stuff is a little tricky and is not meant to be taken literal

hey man wats up if u know ur basic english n u know all da meanings of words in books like my first picture dictionary then go for this book its wonderfull incredibe n i hv read it so that is why iam teliin u WORD POWER MADE EASY by NORMAN LEWIS its a great book if u want to improve ur fluency then speak with everybody in english as this does not improve ur vocabulary

Be sure to read. But as you read, you must have a dictionary with you so that once you come across a word that's too difficult for you, you have it in your dictionary. Also, as a piece of advice from my elder sister, be sure to think in ENGLISH.

I watch a lot of TV to improve mine. Not only do they teach new words, but also how to use them and the correct pronounciation. Try it. It might work. Reading bore me...
