Could be the breed.Pugs and other dogs with pushed in noses have an abstructed airway.it's genetic.if it is happening recently and isn't then breed then it could be allergies or sinus infection.
Also if you smoke it could be the second hand smoke building up in his lungs.like kids they have weaker lungs and buildup is faster on them.
