The word, 'ghetto' is Italian. It means 'Foundry.' The first area in the world that was assigned for residency by one group only, in this case Jews only, was the area of the foundries in Venice Italy. Hence, any place that is lived in by only a single culture, either by force or by their own choice, is called a 'ghetto.' Over time, the term became synonymous with the poorer areas of a town, where the poor and oppressed lived, regardless of what race or ethnic group lived there.

It still does relate to the jews. In europe all the jews were grouped in once place. This was the ghetto. Blacks in the US felt they were all grouped in lousy part of town and called it the ghetto.
