Yes he is, but remember, we all have free will, the right to make our own decisions, therefore, if you choose to end your life, he will not stop you because it is a choice that you are making. It is a decision you have made conciously and mentally, then carry it out physically.
You are held accountable for your actions, your thoughts, and every thing we do in this life is recorded by angels, the things we do good and bad. They are written in the books, the bible which is where we get feed knowledge, the book of life, according to the things we do on this earth in Christ, and the those not found in the book of Life, will be eternal damantion.
It's all in there, you just have to read it, verse by verse and chapter by chapter...Suicide is also self homicide..not a wise choice to make in this day in life no matter how bad life is..that is why Jesus say's to Pray!

You were also made in the image of God, and he says that your body is a temple. That is the same reason drugs are considered a sin even though it does not specifically state it in the Bible, you are harming your body. If i'm correct, i believe that the Bible says that suicide is an unforgivable sin. God made us on the sixth day because we were most important to him, there is no way he can allow you to take the life He wanted you to have.
But I know God is with people to get them out of tough times that make them think of suicide.

Yes: God is with anyone, warning them NOT to make the mistake of taking their own life. Once you crossed THAT line and take your own life, you cannot go back and you cannot enter Heaven. You know what happens from there.
Suicide is a permanent (bad) solution to a temporary problem; God never puts on us any problem we can't find way(s) of working out and living life well again.

Yes, Absolutely!! God is always with us. If you just know the famous literary figure entitled "Footprints in the Sand"... God never leave us in times of crisis, but God CARRY us in His hands...
Even God forsakes us not to commit suicide, everything is planned, and we have our freewill and intelligence. with that 2, WE can choose the best answers for long-time effects, instead of short-term solutions such as suicide, drugs and alcohol

Thats a tough one. Im trying to learn that myself too. I dont think God would abondon you at a time like that..when you need him the most. But..who knows?
What if, thats the only solution to your problems though? Would'nt God understand? And forgive you?

yes God is always with you no matter what. but I believe God has more influence on you if you let Him into your heart. God would never influence someone to take their own life. sometimes we are so stubborn that bad things will happen.
